### Summary
The selectee for this position will serve as a Supervisory General Engineer/Architect at Camp Lemonnier, Djibouti Africa. The Public Works Department (PWD) at Camp Lemonnier provides comprehensive shore facilities management, operation, maintenance, construction, and base operating support service for their supported installation. The PWD is under the operational control of the installation commander and under the administrative control of Naval Facilities Engineering Command Europe Africa Southwest Asia (EURAFSWA).
This is a full-time temporary assignment not-to-exceed 1 year.
This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa.
The above salary does not include locality. Locality adjustment will be determined by duty location once a selection has been made.

### Responsibilities
The successful selectee will perform the following duties:
* Enforce all technical and administrative provisions involving multiple engineering disciplines related to the management of assigned construction and design contracts.
* Review and approve the PWD position concerning contractor entitlement for change through interpretation of formal clauses and the technical requirements of plans and specifications.
* Serve as mediator and arbitrator on difficult issues in order to field questions, de-conflict the issues, and defend policy on the spot.
* Ensure projects are tracked using appropriate NAVFAC software tools such as the ieFACMAN suit (eProjects/eContract).
* Assign work to subordinates based on priorities taking into consideration the difficulties and requirements of assignments, type of existing workload, and the capabilities of the employees.

**Requirements:**
Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. BASIC REQUIREMENT: This position requires registration as a professional engineer/architect. It is strongly recommended that you provide a copy of your registration with your application.
Your resume must demonstrate at least one year of experience equivalent to the GS-13 level in the Federal Service by performing the following duties: 1) managing or assisting in the management of a diverse team of architects and engineers professionals and technicians engaged in the execution of facilities projects, adhering to cost, quality, and schedule requirements; 2) providing technical consultant-level support for planning, design, construction, and environmental programs associated with complex industrial and operational facilities and equipment; 3) identifying resource requirements for projects (manpower and dollars) and recommends appropriate changes to solve complicated technical, budget or resource issues; 4) preparing and presenting high level reports/briefs on project status, including recommendations for solutions to problems involving project scope, funding, etc. NOTE: THIS INFORMATION MUST BE SUPPORTED IN YOUR RESUME TO BE CONSIDERED FOR THE POSITION.
