The goal of this program is to maintain and sustain fully operational radio communications systems, supporting systems, and sub-systems in order to ensure optimal performance of the systems for MCA Yuma installation as required. The Telco Technician will perform required technical tasks and provide on-the-job training to bolster permanent personnel shortfalls and increase the technical proficiency of permanent Marine Corps technicians. These radio communications systems are critical communications, which requires the highest level of expertise and access to proprietary information and software in order to maintain. The Telco Technician will administer, maintain, update, integrate, and sustain the radio communication systems, supporting systems, and sub-systems for MCAS Yuma, Marine Corps. The radio communications systems are Low Altitude Radio Communications System (LARCS), Enterprise Land Mobile Radio (E-LMR) System, P-25 West, Wide Area Interoperability System (WAIS), Rapid Response System (RRS), Highly Transportable Land Mobile Radio (HT-LMR), Transportable Telecommunications System (TTS), and the Fire Station Alerting (FSA) system. Telco Technicians are required to support Power Distribution Systems (PDS), solar photovoltaic systems, battery systems, generator systems, automated transfer switches, grounding systems, inverters, rectifiers, Uninterrupted Power Supply (UPS), antenna systems, cabling systems, Heating Ventilation Air Conditioning (HVAC), passive cooling systems, security systems, and microwave systems. Sub-systems include but are not limited to; logging recorder systems, telephone interconnect systems, Computer Aided Dispatch (CAD) systems, Motorola Supervisory Control and Data Acquisition (MOSCAD), bi-directional amplifier systems, distributed antenna systems, public address systems, dispatch/console systems, Key Management Facility (KMF) systems and individual subscriber assets. The Telco Technician shall perform preventative and restorative maintenance actions to ensure the radio communications systems meet performance standards set by the Radio Services Manager for each system. This support will include 24/7/365 on call support and will require work during and outside of normal business hours. The Telco Technician shall install racks, cable tray, cabling, grounding systems, equipment, microwaves, antennas, sites, power distribution systems, outdoor shelters, etc., supporting radio communications systems and subsystems for MCIWEST Radio Services. The Telco Technician shall install, program, and maintain handheld, mobile, and fixed station radios and antenna systems. The Telco Technician will also identify maintenance actions and projects needed to maintain sites working in optimal condition. The telco Technician will develop risk assessments, plans, system designs, engineering plans and documents, rough orders of magnitude, parts lists, and present to Radio Services Manager for governmental approval. The contractor shall design and engineer radio communications system, supporting system, and sub-system solutions to requirements and capabilities provided by the Radio Services Manager. Must have extensive education, training, and/or experience in the telecommunications, LMR, and the radio communications fields. A bachelorA cents € (TM) s degree in electronics engineering with ten (10) years of experience or fifteen (15) plus years of equivalent experience working in the field. Extensive knowledge, skill, and ability to maintain, repair, install, and configure Commercial off the Shelf (COTS) radios and radio systems including Motorola trunked systems, conventional radio systems, wide area voting systems, simulcast systems, simplex systems, Internet Protocol (IP) equipment, combiners, military tactical systems, and general wireless voice and data technologies. Extensive knowledge, skill, and ability to maintain, repair, install, and configure radio support systems to include PDSs (AC & DC), solar systems, battery systems, generator systems, automated transfer switches, grounding systems, inverters, rectifiers, UPSs, antenna systems, cabling systems, HVAC systems, passive cooling systems, security systems, and microwave system Extensive knowledge, skill, and ability to maintain, repair, install, and configure radio sub-systems including logging recorder systems, telephone interconnect systems, CAD systems, MOSCAD systems, bi-directional amplifier systems, distributed antenna systems, dispatch/console systems, and KMF systems. Must efficiently utilize test equipment to be able to perform hands on troubleshooting, preventive and corrective maintenance, and/or training as required when assisting MCIWEST personnel in resolving issues.Review software, hardware, and firmware upgrade announcements provided by the OEM. The Contractor will review and initiate patches that are required by the OEM and mandated by Marine Corps policy in order to maintain system functionality or system security posture.Ability to climb towers up to 200 feet in order to maintain, troubleshoot, and install antenna, cabling, and microwave systems in support of corrective maintenance, and/or training as required when assisting MCIWEST personnel in resolving technical issues. Computer skills in applicable databases, word processing, spreadsheet, presentation, drafting and engineering, and radio programming softwareProvide reports based on past and current system events.Must possess and maintain a valid driverA cents € (TM) s license, operate vehicles safely, and have an acceptable driving record.Qualified candidates shall have the training and/or certifications identified as critical to the position.
